It would be beneficial to indicate in the Introduction how OAIS enables FAIR (https://www.go-fair.org/fair-principles/).

We could point out that the "I" and "R" rely on Representation Information.

To me FAIR is a trend, - I think OAIS is at a more general level, - if al all this would belong in an annex, - not OAIS itself.

I am not sure FAIR should be in an annex either. The only reason to mention FAIR is that FAIR is usually misunderstood in a way where preservation is forgotten, since preservation is hidden within the Access (not just access now) and reusable (not just reusable now).

OAIS is about building a repository for the long term preservation of its holdings - FAIR or not.

While I agree that OAIS is for all repositories, we should also recognize that FAIR is a word increasingly resonating with people about understanding or promoting the importance of data and data stewardship. Many communities, including governmental organizations, desire the properties of data FAIR defined. I suggest taking advantage of FAIR's popularity to highlight the importance of preservation from the point of view to make desirable properties, such as FAIR, long term. 

I suggested in 1.3 Rationale change: 

Along with the many advantages in terms of, for example, searchability and replication, the spread of digital technology in every field brings certain disadvantages. 

Along with the many advantages of improving usability to make data FAIR (Findable, Accessible, Interoperable, and Reusable), when appropriate, the spread of digital technology in every field brings certain disadvantages.
