Emergency Management Toolkits

The Emergency Management Toolkit (EM Toolkit) section of the Preparedness Toolkit (PrepToolkit) is intended to provide information on resources that have been developed by FEMA and Federal partners to help the emergency management community at all levels of government to prepare for various threats that face the nation.  

Below, emergency managers will find Exercise Starter Kits (ESKs) designed to provide a set of sample materials and templates that can be customized to create a discussion-based exercise to validate their plans and policies. 

Each kit includes the following templates aligned to the Homeland Security Exercise and Evaluation Program (HSEEP):

  • A sample facilitator/evaluator guide
  • Sample conduct slides
  • A sample situation manual (SITMAN)
  • A sample placemat
  • Sample Exercise Evaluation Guides (EEG) located within the facilitator/evaluator guide

Additional material will be added as it becomes available and/or conditions change.

Climate Resilience: Identify improvements in existing processes, practices, and structures to prepare for climate impacts for vulnerable communities and provide actionable climate information and tools to decision makers.

Climate Adaptation: Examine intergovernmental coordination of climate adaptation; preparedness and resilience assessment; community planning; and vulnerability reduction initiatives to manage and adapt to risk and vulnerabilities associated with a changing climate.

Community Preparedness and Response to the Opioid Crisis: Identify strategies for addressing and mitigating effects of the opioid crisis using a whole community approach and developing or validating the ability to deploy public messaging.


 

Community Profile: Guides organizations and jurisdictions through creating a detailed picture of the community’s characteristics to better understand the capabilities and vulnerabilities of the community and identifying existing systems, organizations, and key resources needed.

Complex Incident Coordination: Include stakeholders from the whole community into the operational coordination structure to ensure equitable outcomes for the whole community.


 

Critical Infrastructure Cybersecurity: Strengthen coordination on cybersecurity prevention, protection, response, mitigation and recovery roles and responsibilities across all levels of government and the private sector—and between cyber/information technology professionals and those in leadership, emergency management, continuity, operations and other functions—to improve the cybersecurity capabilities of the whole community.  *This link will take you to the DHS Cybersecurity Training and Exercises webpage*


 

Enhancing Supply Chain Resilience: Discuss or map supply chains, including distribution centers, information flow and communications to identify impacts to resource management, and prioritization needs in response to an incident.


 

Large-Scale Population Movement and Resettlement: Improve existing processes, practices, and structures to prepare communities to support an influx of people to their community and identify cascading impacts to reaching equitable outcomes for the whole community.

Mitigating Social Isolation and Loneliness: Develop or validate the capability to create programs that encourage social connection, especially for populations vulnerable to loneliness and social isolation.


 

Recovery: Validate recovery plans, policies or procedures to define roles and responsibilities; establish communication mechanisms; detail coordination among various stakeholders, with a focus on the importance of equitable recovery and how to incorporate equity into recovery operations.


 

Reunification: Validate plans, policies or procedures to define roles and responsibilities in reunification efforts based on lessons learned; develop or validate the ability to share accurate and timely information to vulnerable populations.
